Mostly Flat Trails
I’ve walked all of these in the summer and found them a wonderful scenic walk. There are some hilly spots and some are longer than others but overall the trail is mostly flat.
Colette Trail in Enfield is great for snow shoeing (especially the Bickell Brook side)
Hurricane Forest in Hartford, VT
The Rail trail of course, but this is mostly a walk than a hike.

I’ve never walked these.
Parcel 5 in Norwich is a 3 loop which you can shorten or lengthen with different connecting trails. Trailfinder considers this a challenging winter trail, others consider it easy with a few hills.
Lyme Conservation Land has five conservation areas with many trails. Some are loops, many include water views. The Lyme Town Forest with 7 trails.
